VETASSESS Announcement

 

VETASSESS have revised their assessment procedures for their “generalist occupations”, which are managerial, administrative, professional and associate professional occupations.

 

As a result they will be changing their assessment requirements from 1 January 2010.

 

From this date, in order to receive a positive Skills Assessment, applicants will need:

 

  • to hold a qualification which is assessed at the required educational level in a highly relevant field of study to the nominated occupation;

and

  • at least one year of relevant employment in their occupation. For some occupations, either one or two additional years of employment is required if the qualification/s has a shortfall in content relevance.  Employment must have been completed in the last five years.

 

Why have Vetasses made this change?

 

Vetassess have are implementing this change to ensure that migrants have the relevant skills and qualifications for employment in Australia in their nominated occupations.


What does this mean for you as a student?

If you have undertaken a course of study here such as a Bachelor Degree in Science, Arts, Marketing, Human Resources, Economics or any other “general” Degree and you are completing your course of study this year (before the end of December 2009) then it would be in your best interests to apply for your skills assessment as soon as possible after you have met your course requirements and certainly before 1 January 2010.

 

This will mean that if you do have an option to apply for permanent residency upon completion of your course now you will be able to do so as you will have a pre-migration skills assessment.

 

It will also mean that if you cannot apply for a permanent visa upon completion of your study you will not need a new skills assessment when you do meet the PR requirements.

 

What does it mean for me if I cannot apply for my skills assessment before 1 January 2010? 

 
There will be special arrangements for Skills Assessment for the purpose of a Skilled – Graduate (Temporary) visa (subclass 485).

This will be called a Stage 1 Skills Assessment (educational assessment only) for on-shore international students who need a Skills Assessment for the purpose of a Skilled Graduate – Graduate Temporary (subclass 485) visa.

This means there is no real concern as you will still visa options once you complete your studies however, even if you did meet the pass mark for a permanent visa at this time you would only be able to apply for the temporary Graduate Skilled Visa.

This special arrangement for 485 visa applicants has been made to provide on-shore international students who lack relevant employment in their nominated occupation the opportunity to gain the required experience.  

Transition arrangements

All new applications received from January 2010 will be assessed under the new process.  Therefore it is recommended that applicants who wish to be processed under the current guidelines should submit all relevant documents and payment prior to 18 December 2009. New fees will apply to applications for a skills assessment from 1 January 2009.

DIAC Announcement

Introduction of JobReady Test for GSM visas from 1 January 2010

 

The JobReady Test is currently being developed by the Government in consultation with industry and unions. The aim of this test is to ensure that people who wish to migrate to Australia are able to participate in the labour market in the area of their skills and knowledge.

 

Applicants nominating a trade occupation and who apply for an onshore General Skilled Migration (GSM) visa will be required to pass the JobReady Test from 1 January 2010. If you have already applied for a GSM visa you do not have to complete a JobReady Test.

 

If you are not completing your Australian study this year and wish to apply for a GSM visa, other than the Skilled-Graduate (Subclass 485) or Skilled-Regional (Subclass 887) visas, and your nominated occupation is a trade occupation, you will have to meet the JobReady requirement.

 

The cost for this test is yet to be determined and we will send an update with this information when it becomes available. 

 

Helpful Hints
 

Changes to Tourist Visa Loophole

In the past it has been a practice of some students to apply for a tourist visa to sit for their IELTS prior to lodging an application. DIAC has some stringent rules governing this.

 

DIAC stipulates if an applicant is the holder of a student visa, or has been the holder of a student visa since last entering Australia, a Tourist visa will be granted only if the Minister is satisfied that:

 

A.    The period of the applicant’s stay in Australia is not sought for the purpose of commencing a registered course; and

 

B.    The period of the applicant’s stay in Australia is not sought for the purpose of continuing or completing a registered course in which the applicant is enrolled.

 

This basically means that the applicant:

 

  • Must be a genuine tourist; and

  • The tourist visa is not being used to allow them time to start a course of study in Australia i.e. need a tourist visa while waiting to apply for a student visa.

  • The tourist visa is not being used to allow them time to continue a course in Australia OR complete a course in Australia.
